Game Day Security Changes and FAQ 

WHAT YOU NEED TO KNOW:
Albertsons Stadium will continue the use of walk through metal detectors in the screening process for the 2018 football season. Metal detectors will be at each public entry and all bags will be checked.  Fans will be asked to limit items brought into the stadium and are encouraged to either leave bags at home or place items in clear bags for expedited entry.

WHY HAVE THESE CHANGES BEEN MADE?
Beginning with the 2014 season, Boise State began the process of upgrading security measures at Albertsons Stadium to keep pace with evolving best practices at stadiums around the country and to comply with Idaho law, which prohibits anyone from carrying firearms into Albertsons Stadium. Boise State University and Albertsons Stadium have one priority: keeping our students, athletes and fans safe. Albertsons Stadium is a gun-free facility.

WHAT SHOULD I EXPECT?
Screening areas will be placed at the outside of stadium gates, where tickets will be taken as you enter. Bags will be searched and then fans will be asked to empty their pockets and pass through the walk-through metal detector. If the detector is alarmed, that guest will go through a secondary screening process. In most cases the fan will be moved along without delay, however, in some necessary cases additional screening will be done by security.

CAN A GUN OR WEAPON BE CARRIED INTO ALBERTSONS STADIUM?
No, because Albertsons Stadium is an entertainment facility with a seating capacity of more than 1,000 people. As it was prior to the new enhanced concealed carry law, all other weapons are still prohibited. The only exception to this is for on or off-duty police officers.

WHERE CAN FIREARMS BE CARRIED?
Firearms, if concealed, may be carried throughout campus only with the carry of proper licenses. However, carry of any firearm is prohibited at all times in all dormitories or residence halls, as well as any public entertainment facility that seats more than 1,000 people, concealed or otherwise, regardless of the license held. There are a few exceptions to this prohibition, including possession of firearms by on or off-duty peace officers.

CAN A FIREARM BE CARRIED OR STORED IN A VEHICLE?
A firearm carried in a vehicle is treated the same as if it is being carried physically by the enhanced concealed carry license holder, it must be in their possession and properly concealed. It is against university policy to store a weapon in a vehicle on campus, as well as in a university owned vehicle. Though it violates policy, it is not unlawful to store a concealed firearm in a vehicle if it is disassembled or unloaded.

WHO CAN CARRY A FIREARM ON CAMPUS?
Enhanced concealed carry license holders and qualified retired law enforcement concealed carry license holders are allowed to carry concealed firearms on some parts of Boise State University property. In addition, university policy allows select others to carry weapons on campus, including full-time sworn peace officers, Level 1 reserve officers, qualified law enforcement officers (whether in uniform or off-duty), and on-duty armored transport personnel. All others, including anyone with a regular concealed weapons license, are prohibited from carrying weapons anywhere on campus.

IS THERE A LIST OF REGISTERED ENHANCED CONCEALED CARRY LICENSE HOLDERS?
No. This information is not a matter of public record.

CAN OUT-OF-STATE VISITORS CARRY WITH THEIR RESPECTIVE STATE ISSUED PERMITS OR LICENSES?
No, concealed carry on any university campus in Idaho is only permitted to Idaho enhanced concealed carry and Idaho retired law enforcement officer license holders. A person carrying on campus with an out-of-state license or permit would be in violation of Idaho law. The out-of-state permit/license holder must obtain an Idaho enhanced concealed carry license in order to carry a concealed weapon on the Boise State campus.

WHAT WEAPONS ARE COVERED UNDER THE ENHANCED CONCEALED CARRYLICENSE?
Only firearms are covered by the enhanced concealed carry statute; all other weapons are still prohibited. A weapon is considered any animate or inanimate device, instrument, material, or substance used for, or is readily capable of causing death or serious bodily injury including any device that is deadly or dangerous, as well as replicas or facsimiles that may be perceived as a weapon. This includes knives, incendiary devices and explosives.

WHAT EXACTLY DOES CONCEALED CARRY MEAN?
The law requires that the firearm be in the physical possession of the license holder who must make a reasonable attempt to keep the weapon from view (e.g., under a coat/jacket, inside a bag/back pack).

IF ANYONE IS SEEN CARRYING A FIREARM OR A WEAPON IS VISIBLE AMONG THEIR BELONGINGS, SHOULD THE POLICE BE NOTIFIED?
Yes, this law allows only concealed carry, so if a firearm is seen, the safest course of action is to call the Boise Police Department by dialing “9-1-1” or Boise State Campus Security at (208) 426-6911. They will respond and make contact with an individual to determine if that person has the appropriate license and is carrying a weapon in accordance with the law.

MAY I USE MY FIREARM AS A MEANS OF DEFENSE IF THERE ARE SHOTS BEING FIRED?
A weapon may be used in self-defense only as allowed by law. By doing so, the person(s) acting is doing so as a private citizen.
